構(gòu)建素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）的基本框架，需要一個較長的歷史過程。研究素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）主要有以下幾方面內(nèi)涵：第一，素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）的教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）思想體系；第二，素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）的目標，內(nèi)容和途徑；第三，素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）的運行機制，實施素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）的操作過程及保障體系；第四，素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）的評價體系。這四者是互相聯(lián)系的，完整的有機系統(tǒng)。因此，在構(gòu)建素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）運行機制中應重點做好以下幾方面工作。

１、認真學習，把轉(zhuǎn)變教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）觀念的工作做深做細，為素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）創(chuàng)造比較和諧寬松的良好環(huán)境。

２、對義務教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）辦學依法實施標準化管理，高標準、高質(zhì)量普及九年義務教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）。

３、完善和加強學校的德育工作體系和機制，把教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）學生學會做人做為素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）的首要任務。

４、深化課程教材改革，切實落實新課程的教材改革的各項要求。

５、積極推行招生制度的改革構(gòu)建適應素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）的招生考核、制度以及教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）、教學管理的良性循環(huán)機制。

６、進一步提高干部和師資隊伍素質(zhì)，要從職前、職后兩個方面建設好一支能適應素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）需要師資隊伍。

７、構(gòu)建并完善素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）的評價體系.教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）評價時辦學具有導向,激勵、調(diào)節(jié)、矯正與支撐的功能。變應試教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）為素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)），首先就必須變革以升學考試成績做為唯一指標的應試教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）的評價體系。

８、重視推廣科研成果和第一線教改經(jīng)驗，不斷改進教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）教學的策略和方法。

９、要加強法規(guī)建設，要完善執(zhí)法程序。依法行政，加強管理。市區(qū)（縣）教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）指導部門要加強督政、督學、推動應試教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）向素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）的轉(zhuǎn)軌。

１０、發(fā)展社區(qū)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）、家庭教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)），使素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）得到
